Working within the White House at the Office of Management and Budget afforded an eagle’s eye view of policy development on how the United States - its military and civilians - make and buy computer chips. These chips are in everything from smart phones to automobiles, in every critical sector from transportation to energy, health care to water resources. Our people led multi-agency resource discussions to understand the status quo and stakeholder landscape, in the need to design and fabricate semiconductors, as well as what agencies held levers to sway international market forces to favor the United States and its allies.
